MINUTES – BOARD OF DIRECTORS MEETING

NOVEMBER 19, 2001

CITY HALL BOARDROOM - YELLOWKNIFE

 

Present:  Mary Linn, Marcel Bouchard, Mike Bird, Debbie Euchner, Wendy Sanford, Lorraine Gagnon, Lynell Broadbent, Helen Lawson (Yellowknife) and Brian Lefebvre (Hay River) on the speaker phone 

The President called the meeting to order at 6.00 p.m. and welcomed Lorraine to the Board as Tournament Director. 

Minutes of October 15, 2001 

Three minor errors were noted in these Minutes on pages 1, 3 and 4, which would be corrected.

Business Arising from the Minutes 

Mary reported on the Sport North Presidents’ Council meeting held this past weekend. A major item of concern was the decreasing overall funding available to Territorial Sports Organizations (TSOs) while the funding to the Parks and Recreational Association and the Aboriginal Sport Circle had increased by 750% over the last three years. Sport North will be putting together an answer to the government’s discussion paper/plans. There was also a plan to have the lottery authority transferred out of Sport North to the Aboriginal Sport Circle. 

Sport North’s office lease will be up next year in the Panda II Centre and they are looking at other options. One alternative location is the old YCC property. 

Canadian North will continue to donate two airlines passes (Yellowknife-Edmonton return) to TSOs for fundraising purposes. 

The Association was approved Sport North funding of $12,492.85. While Sport North did not take 10% off for an incomplete grant application, about $1,700 was lost since only one coaching clinic was held during the season. 

Mary reminded the Zones that the membership lists were due by December 1, 2001 – neither Zone saw this as a problem. 

Marcel confirmed that both Zone assessments for the season had been received. 

Neither Marcel nor Brian had received any material with respect to the Classified Tournament as yet. Brian thought that the Hay River Zone had agreed to fund the Classified. 

Helen confirmed that the bonding for the treasurer was in order. She had advised the insurance company after the October meeting, and that was all that was required under the new requirements of the insurer. 

Signing authorities on the two Royal Bank accounts were complete. The secretary would get things arranged for the signatories on the KHP account at the Bank of Montreal. 

Directors’ Reports 

Wendy Sanford, Fundraising – on Tuesday, October 16, the KHP bingo was cancelled due to insufficient number of players – lost $915. Members discussed how this loss should be prorated out and agreed that since any profits are split 70% KHP/ 30%Association, the loss should likewise be proportioned out. Wendy will do the calculations, adjust for September and October, and bring figures to next Board meeting. Mary mentioned an error on the Elk’s part when the original application went in (not separating out the Zone from the Association) which may have resulted in the Association having to take more Tuesday night bingos (which is probably the worst day to run a bingo) than may normally have been the case. 

It was suggested that the Elks be approached to see if, in light of this error, we could get some relief from the KHP loss. The next KHP bingo was also on a Tuesday – December 18th. The final Association bingo is scheduled for Friday, December 14th. Wendy had applied to the Elks for the 2002 bingo season. 

Marcel Bouchard, Treasurer – to date the accounts show a balance of: $27,666 (fundraising) and $47,442 (general). 

Brian Lefebvre will be conducting a level I technical clinic, along with Judge of Play and Scorekeeper, this coming weekend. Mike and Marcel undertook to arrange to pick up Brian from the airport on arrival and to coordinate lane time at the Polar Bowl. 

Mary noted that Sport North was conducting a level II theory clinic in Yellowknife December 7-9, 2001. Brian will be conducting a level II technical in Yellowknife in the New Year. 

Lynell Broadbent, Advertising – News/North took pictures this past weekend during the Yellowknife Zone bowling. Gary Black had posted the scores on his website. Advertising for bingos – should put on CJCD and on the door at the Elks. 

Mike Bird, Yellowknife Zone – disappointing turnout at the Zone bowling (7 men/11 women). In Hay River there were 6 men and 5 women. Therefore everyone who bowled last weekend in the zone round would advance to the Territorials in Yellowknife in February. For the future, members discussed putting a cutoff date on the signup sheet to give the proprietor a better idea of how long to book the lanes for. With the low numbers in Yellowknife this year, there was an overbooking of the lanes for the event. Mike advised that next year it was likely that the entry fee into the zone round would be increased due to higher lineage charges and the fact that $25 per person goes to the Association. Marcel advised that he would be charging only for the nine hours that the lanes were actually in use for the zone round, rather than for the time that had originally been booked off. 

A brief discussion took place on the first round of the Youth Challenge, which had taken place on November 4th, and who had/should be looking after. 

Mary informed re the donation of an airline travel ticket (Buffalo Airways) between Yellowknife and Hay River from Len and Mike Haener. The Haeners were unable to take advantage of this and had donated to the Association. This probably could be used to bring the Hay River Zone president to a future Board meeting in Yellowknife. The secretary would check if the ticket expired on March 1 or 31st

Bank of Montreal applications – Mike would hand out to the leagues. He had inadvertently missed these when handing out the league list sheets and membership cards. 

Bowling in School video – members agreed to purchase 8 more videos for distribution to the 8 schools in Yellowknife. These would be distributed under cover of a letter from the president. Lynell had a list of the 8 schools, and Marcel undertook to hand deliver the videos/letters when ready to go. Marcel would be willing to donate some free lane time for any schools that might be interested in learning how to bowl. 

300 Club tournament cheques had been looked after (Debbie Euchner and Jeff Brockway). 

Mary advised that the Yellowknife lanes had been certified prior to the Open Zone bowling. She would go back and do a pin setting check. It was noted that more lane certifiers in Yellowknife were required. Dan Sanford and Mike Bird indicated an interest in becoming lane certifiers. The lane certifier course conductor had to come in from Edmonton. Mary would look into this. 

Hall of Fame – Mary will check the account balance and arrange for topping up to $2,000 level, as previously agreed to by Board motion. 

Members agreed to hold the semi annual general meeting during the Territorial Playdowns in February. Lorraine would work with Marcel on lane time, etc. 

For the Zone rounds it was noted that in the past a Judge of Play from Yellowknife had gone to Hay River, and vice versa. It was agreed that this should probably occur for future zone rounds of adult bowling. 

The next Board meeting would be at 6.00 p.m. on Thursday, December 13, 2001, at the City Hall boardroom.
